Hockey in Norway: leagues, imports and work rules

League structure

The Norwegian federation has published the 2026/27 schedule structure in HockeyLive:

• Elitehockeyligaen — top national senior level
• Hockeyliga1 — second national senior level
• 2. divisjon menn senior — lower senior national competition
• U20 Elite and U18 Elite — current elite junior competitions

Use HockeyLive for the current schedule, participants and results rather than relying on an older season list.

Comparing levels

Level matters more than the country name. Clubs compare pace, age, role, production, video and the quality of previous competition.

Where an import can be considered

A league listing is not proof of a vacancy or eligibility. The club must confirm the role and the current rules for the player’s exact status.

Age and citizenship

Junior players are assessed on development potential, eligibility, education, housing and expected ice time. Senior players need a role they can perform immediately. Citizenship affects administration, not the sporting standard.

EU versus non-EU passport

Norway is in the EEA. EU/EEA status changes the immigration route, while a player from outside the EU/EEA normally needs a residence permit that allows the planned work. Citizenship still does not replace the sporting or federation requirements.

Transfer, registration, visa and work

1. Transfer: an international move normally follows the current IIHF transfer process.
2. Registration: the club confirms federation and league requirements.
3. Residence: the player needs a lawful basis for the intended stay.
4. Work: the contract and immigration status must permit the activity.

For a non-EU/EEA professional player, UDI has a specific athlete or coach residence-permit route for top-level sport. UDI requires a concrete job offer from a specific employer, confirmation of the player’s qualifications and competition level from the relevant Norwegian sports association, work that is normally full-time, and pay/conditions not poorer than normal in Norway. UDI currently states a minimum of NOK 341,373 per year before tax for this route. This is an immigration threshold, not a published Norwegian hockey salary level.

For applications submitted from abroad by the player, UDI introduced employer confirmation of the job offer in 2026 before the application can be submitted.

Living costs and recruitment timing

There is no single official monthly “hockey player budget” for Norway. Housing, utilities, food, insurance and transport vary strongly by city and by what the club includes. Before signing, get the housing cost, deposit, utilities, local transport, insurance, tax handling and every player-paid item in writing.

The main roster-building window is generally April to August. Individual needs can appear later because of injuries, budget changes or roster adjustments.

Stats and video clubs need

• current Elite Prospects and verifiable statistics;
• team, league, role and availability;
• recent highlights with clear identification;
• full-game or full-shift footage;
• citizenship and contract status.

A club should understand the player’s level and role quickly.
